Consultation has concluded

The draft Development Charges and Offset Plan (DCOP) for the Greater Flagstone Priority Development Area (PDA) was open for public notification from Monday 7 March to Friday 22 April 2022.

This is the first DCOP for the Greater Flagstone PDA and once adopted, the DCOP will apply to development approvals issued in accordance with the Greater Flagstone PDA Development Scheme.

The DCOP will replace existing infrastructure planning and policy documents which are currently applicable to the PDA including the Infrastructure Funding Framework (IFF), Infrastructure Funding Framework Crediting and Offset Arrangements (IFFCOA), and Infrastructure Charging Offset Plans (ICOPs).

What is a

What is a DCOP?
Funding and building infrastructure is key to facilitating development within PDAs.

A DCOP outlines the larger or shared infrastructure (trunk infrastructure) upgrades planned to service the projected growth and development allowed by the PDA development scheme. It includes details on the trunk infrastructure upgrades required, when they are required and how much the infrastructure is expected to cost for the water, sewer, transport, parks and community facilities networks. For the Greater Flagstone PDA, the DCOP estimates an investment of approximately $2.5B in trunk infrastructure until fully developed.

Additionally, the DCOP includes information on infrastructure charges which are levied on development and used to pay for trunk infrastructure. Infrastructure charge amounts and other policy related to charges, such as how to calculate the charge; when credits apply and when offsets apply, is included in the DCOP.

DCOP approved

The draft Greater Flagstone Development Charges and Offset Plan (DCOP) was publicly notified between 7 March and 22 April 2022. EDQ officers have reviewed the submissions received and amended the DCOP, IPBR, Mapping and Schedule of Works where appropriate in response to the submissions.

The DCOP was approved on 29 June 2022 with a commencement date of 1 July 2022. Links to the documentation are available on the Greater Flagstone PDA web page.

The final charge adopted for a standard residential lot is identified below:

The key changes that have had an impact on the charge since consultation are as follows:

  • Amendments to the Municipal networks as a result of submissions resulted in an increase of $415 per lot
  • Amendments to the State network as a result of submissions received causing an increase of $20 per lot
  • An increase of $699 per lot within the Sub-regional Charge as a result of the adoption of the SRIA Reset on 30 June 2022 that allows a change of +/-20% for the SR-B component of the charge
  • A change to the indexation methodology to align with the methodology under the Planning Act 2016
  • Indexation applied for the 2022/23 Financial Year.
